Iowa House Republicans Switch Votes on Iran War Powers Resolution

Two Republican House members representing competitive Iowa districts have altered their stance on an Iran war powers resolution, voting with Democrats to restrict President Donald Trump's ability to conduct military operations without congressional authorization. The shift by Reps. Zach Nunn and Mariannette Miller-Meeks reflects increasing political pressure ahead of midterm elections, as the ongoing conflict with Iran remains unpopular and contributes to rising fuel prices.

Both Nunn, an Air Force veteran, and Miller-Meeks, an Army veteran, had previously voted against the resolution. Nunn stated on social media that "With the negotiating window closed, sustained combat operations now require congressional authorization. I will not support another open-ended war." Miller-Meeks added that the president needs to present a plan to Congress and the public demonstrating how the conflict will end, allowing for the return of soldiers and a reduction in fuel costs. "Americans do not want another forever war," she said.

Nunn is campaigning against Sarah Trone Garriott in November, while Miller-Meeks faces a rematch against Christina Bohannan. Both Republicans have previously supported Trump's actions in Iran as a deterrent against the country's nuclear capabilities, but their revised votes suggest the prolonged conflict is increasingly impacting constituents. Eighteen U.S. service members have died in the war, with two fatalities from Iowa and one with ties to the state. Additionally, soaring diesel prices are impacting Iowa farmers during harvest season.

National polling indicates broad public disapproval of the war and Trump's handling of Iran. A July AP-NORC poll found only about 3 in 10 U.S. adults approved of Trump's Iran policy, and a September New York Times/Siena poll showed approximately 6 in 10 likely voters believed Trump's decision to enter the war was incorrect.

Tuesday's vote marked the third time the House has considered a resolution to end the war in Iran. The margin of passage was similar to previous attempts, with a growing number of Republicans joining all Democrats in voting to cease the conflict. Retiring Rep. Nancy Mace of South Carolina also changed her vote, aligning with Republican Reps. Tom Barrett of Michigan, Warren Davidson of Ohio, Brian Fitzpatrick of Pennsylvania, and Thomas Massie of Kentucky, who had previously supported such resolutions. Barrett and Fitzpatrick are running in competitive districts, while Davidson represents a district that Trump won decisively in 2024.

Rep. Ashley Hinson, another Iowa Republican running for a Senate seat, voted against the resolution. Hinson, endorsed by Trump, faces Democrat Josh Turek in a race where Republicans are investing heavily. Hinson has not yet responded to a request for comment.

The districts represented by Nunn and Miller-Meeks are considered among the most competitive in the country, despite Republicans holding a numerical advantage. Miller-Meeks won her 2024 reelection by fewer than 1,000 votes, and Nunn unseated a Democrat in 2022. Both districts have seen attention from national campaigns, including visits from Trump and Vice President JD Vance.

Following a recent campaign event where Nunn appeared with Defense Secretary Pete Hegseth, a group of over 400 former national security officials filed a complaint alleging potential Hatch Act violations by Hegseth for engaging in political activity. Hegseth's office has not yet commented on the matter.
