The International Olympic Committee (IOC) Executive Board announced Tuesday it has lifted a ban on the Russian Olympic Committee (ROC), a decision that could allow Russian athletes to compete in the 2028 Los Angeles Olympics with their national flag and anthem. This move eases restrictions that had been in place since October 2023, following Russia's invasion of Ukraine.
The IOC stated that its decision was based on the ROC no longer including regional sports organizations from territories under the jurisdiction of the National Olympic Committee of Ukraine. The ROC also confirmed it does not conduct, and will not conduct, activities in these territories. The IOC EB indicated it would closely monitor the situation and reserves the right to implement further measures if necessary.
Prior to this decision, Russian athletes were permitted to participate in international competitions only if they declared a neutral status. This stipulation led to only a small number of Russian athletes competing in the 2024 Paris Games and the 2026 Milano Cortina Games, a stark contrast to Russia's historical participation with hundreds of athletes.
The IOC emphasized that lifting the ban on the ROC does not signify a change in its stance on Russia's invasion of Ukraine. The committee reiterated its strong condemnation of the invasion, stating that its position remains unchanged.
The 2028 Olympic Games in Los Angeles are scheduled to commence on July 14, 2028.
