IMF Chief Issues Stark Warning on Government Debt Ahead of Budget

International Monetary Fund (IMF) chief Kristalina Georgieva has issued a stark warning to governments, including those preparing for upcoming budgets, urging them to take "tough" decisions to control spiraling debt and boost businesses. The comments come as Chancellor John Healey faces a challenging fiscal outlook for his upcoming budget on October 28.

The OECD has already downgraded growth forecasts for the next year, and warned that inflation is likely to remain stubbornly high, partly due to the ongoing crisis in the Middle East. Economists have expressed concerns about the government's financial position, noting a significant surge in borrowing. In the past month, public sector borrowing reached £18.3 billion, a substantial increase from the previous year and exceeding predictions by the Office for Budget Responsibility (OBR).

Despite calls from some quarters to curb benefits spending rather than increase taxes, any such move is expected to face significant opposition from within the ruling party. The national debt is approaching £3 trillion, with approximately £8.8 billion of last month's borrowing dedicated to interest payments on this debt mountain.

Speaking at the UN General Assembly in New York, Georgieva emphasized the need for "courage" from governments. She noted that successive economic shocks have driven debt levels upward without sufficient action to manage the associated costs. "There are these two things that must be done: bring debt levels down, put fiscal consolidation as a priority, and make sure that the central banks deliver on their mandate for price stability," she stated.

Georgieva acknowledged that these steps are politically difficult but essential for economic stability. She also observed that the United Kingdom's situation is not unique among major global economies, as nervous investors influence borrowing costs. The IMF managing director suggested that while governments are making efforts to lower debt, many lack the financial capacity to stimulate growth and must instead focus on encouraging private sector investment.
