Kirill Basin, a Democratic candidate vying for Hawaii's second congressional district seat, is facing multiple criminal cases, including allegations of assault and harassment, according to court records.

Basin, 40, was recently arrested and charged with two counts of first-degree terroristic threatening following an altercation on a Maui beach. Video footage showed Basin being incapacitated by another individual, Kama Homan, after allegedly provoking beachgoers by playing loud music and making threats. Homan stated he had been threatened with a knife.

Beyond the beach incident, court records reveal Basin is under investigation for allegedly assaulting a registered nurse at Maui Memorial Medical Center on June 10. The same day, he is accused of harassing another man, Messiah Manalili. The previous day, he allegedly harassed a psychiatrist, Dr. James McKinnon. Basin has pleaded not guilty to a felony assault charge and two misdemeanor counts of harassment stemming from these incidents. Prosecutors refiled these charges on June 15 after the case was initially dismissed without prejudice.

A bench warrant was issued for Basin on Wednesday, and he remained in custody as of Thursday, held on $1 million bail. Court documents also indicate that Basin has been named in seven temporary restraining order cases filed between May 29 and June 3.

Basin's campaign platform emphasized themes of unity and action, stating his mission was "Fighting. With Aloha." He advocated for cooperation and avoiding "hate and grievance" in the political landscape. His stated policy goals included implementing an AI-powered platform to streamline permit reviews and supporting a municipal cooperative grocery. He also expressed a desire to advocate for Native Hawaiians.

Basin, who claims to be a graduate of New York University and a former COO of a large healthcare company, is on the ballot for the Hawaii Democratic Primary scheduled for August 8. He is challenging incumbent Rep. Jill Tokuda for the second congressional district seat.

Basin has halted his social media activity since his arrest. His last post criticized Maui County's legal proceedings against him, alleging he was tortured by police for 15 hours during his detention. His next court appearance in the terroristic threatening case is scheduled for the following Thursday.

Reached for comment, Basin's attorney did not immediately respond.
