Kirill Basin, a long-shot Democratic candidate challenging Rep. Jill Tokuda for Hawaii’s 2nd congressional district, was arrested on charges of first-degree terroristic threatening after an altercation at Keawakapu Beach. The incident occurred after a 61-year-old man reportedly asked Basin to lower the volume of his music.
Video footage from the scene shows Basin, 40, in an argument with beachgoers. At one point, he is seen approaching a group of people and making a threat before retreating. He then became involved in an altercation with another individual, attempting to swing a beach chair. This individual then reportedly punched Basin, knocking him unconscious.
Witnesses allege that Basin told beachgoers he had a gun and subsequently brandished a knife at the individual he had argued with. Although Basin allegedly threw the knife into the water, police recovered it and made the arrest. His bail has been set at $1 million.
This is not Basin's first encounter with law enforcement. In May, he was charged with first-degree terrorist threatening after allegedly pulling a gun on two Maui County workers at a government building before fleeing the scene. He reportedly claimed in a social media post that police had tortured him for 14 hours during that arrest.
