Guernsey P&R Faces Scrutiny Over Two-Budget Proposal

The Policy and Resources (P&R) Committee of Guernsey is facing criticism for its proposed budget, which includes two distinct options and has drawn accusations of a lack of commitment to making necessary savings within the States.

Deputy Charles Parkinson, a member of P&R, has defended the committee's approach, suggesting that simply presenting a budget with spending cuts would likely result in a "flood of amendments." He stated that the committee is only proposing half of what State committees have requested in one of its budget options, asserting, "We're not spending like a drunken sailor."

P&R's budget proposal includes an inflationary increase in income tax allowances, a reduction in the tax on alcoholic drinks, a new £15 million fund aimed at stimulating economic growth, £6 million for initiatives to encourage State savings, and the abolition of mortgage interest relief.

However, the proposed removal of mortgage interest relief has drawn a specific challenge from Deputy Aidan Matthews. Matthews, who has previously advocated for retaining this relief, indicated his intention to reverse this particular measure by 2029. He emphasized the importance of supporting homeowners, stating, "I think that really the best thing that we should be doing is encouraging people to be able to afford to buy their own homes." The P&R committee, in conjunction with the Committee for Housing, has also stated it is developing initiatives to assist first-time buyers.
