Senate Judiciary Committee Chairman Chuck Grassley, R-Iowa, told lawmakers that the FBI's 2022 election-related probe known as "Arctic Frost" encompassed dozens of Republican-affiliated organizations, including Turning Point USA, the conservative student group founded by the late Charlie Kirk.

Grassley, speaking at an oversight hearing on the FBI, said newly released documents show the investigation’s scope extended beyond President Donald Trump and included subpoenas to a range of Republican figures and groups. He characterized the breadth of the probe as evidence of partisan aims, saying, "Arctic Frost wasn't just a case to politically investigate Trump. It was a vehicle by which partisan FBI agents and Department of Justice prosecutors could achieve their partisan ends and improperly investigate the entire Republican political apparatus." Grassley has published related records alongside Sen. Ron Johnson, R-Wis., since January.

The investigation, launched during the tenure of then-FBI leadership, was cited by special counsel Jack Smith as forming the basis for criminal charges filed against Trump over his efforts to challenge the 2020 election. Documents Grassley unveiled and publicized this year list a variety of subpoena targets ranging from well-known figures such as Rudy Giuliani and Sidney Powell to organizations whose inclusion has drawn questions, including Turning Point USA and the Republican Attorneys General Association (RAGA). Grassley and other Republican lawmakers have argued that the list demonstrates an improperly expansive focus on conservative political networks.

Turning Point USA, which recruits conservative college students and mobilized around election turnout, was founded and led by Charlie Kirk. Kirk was fatally shot last week while speaking at an event at Utah Valley University. Authorities have said the investigation into the shooting remains in its early stages. Utah Gov. Spencer Cox and Justice Department officials have said the suspected shooter, identified as Tyler Robinson, was motivated by leftist ideology, and investigators cited antifascist messaging found on bullet casings, Discord messages and other materials as part of their assessment.

Some Republican officials and allies criticized the inclusion of organizations such as Turning Point USA and RAGA in Arctic Frost. RAGA Executive Director Adam Piper told Fox News Digital that "for years, the deep state, unelected Biden bureaucrats — including the FBI — used lawfare to target Republican AGs and many other close friends because we were allies of Donald Trump." He accused the Biden administration of politicizing law enforcement and said Republican attorneys general would work to hold such actors accountable.

Investigators have not publicly detailed the basis for every subpoena or target listed in the documents released by Grassley and Johnson. The records and the ranking lawmakers' public summaries have prompted questions about the criteria used to open or expand investigative steps within Arctic Frost. Those questions intersect with broader congressional scrutiny of the FBI's handling of election-related matters and its interactions with prosecutors who later pursued cases tied to Trump and his allies.

The Arctic Frost investigation has become a focal point in partisan debates over law enforcement oversight, transparency and the intersection of national security, elections and criminal law. Supporters of the FBI's actions have argued that probes into possible election interference and related networks require broad investigative reach; critics say wide-ranging inquiries risk ensnaring political organizations and chilling lawful political activity.

Grassley and other Republican committee members pressed FBI officials during the hearing for more detail about investigative steps, subpoena rationales and internal decision-making. Democrats on the committee have pushed back against assertions that the investigation was driven by partisan motives, saying they are wary of politicizing routine oversight of law enforcement and that releasing sensitive investigative materials can jeopardize ongoing inquiries.

The revelation that Arctic Frost swept in Turning Point USA adds a new dimension to discussions already shaped by the probe's connection to the special counsel's election-related charges. As the investigation into Kirk's killing continues, and as lawmakers on Capitol Hill continue to review and release materials tied to Arctic Frost, both the public record about the probe and congressional oversight of the FBI are likely to remain contentious topics.

The Justice Department and the FBI did not immediately respond to requests for comment on the documents released by Grassley. Fox News Digital contributed reporting to aspects of the hearing and the document releases.
