Fugitive Linked to Maduro Regime Arrested on Charges of Laundering Billions

Alvaro Pulido Vargas, a fugitive accused of profiting from programs designed to aid Venezuelans, has been apprehended by U.S. authorities. The 62-year-old Colombian national faces charges in federal court in South Florida related to money laundering and bribery schemes allegedly tied to Venezuelan President Nicolás Maduro’s government.

Pulido Vargas is accused of funneling billions of dollars through U.S. banks to conceal illicit profits derived from corruption. According to the Justice Department, he exploited programs intended to provide essential supplies, including food and medicine, and housing for personal enrichment.

Federal prosecutors have outlined two distinct criminal cases against Pulido Vargas. The more recent case involves approximately $1.6 billion in Venezuelan government contracts awarded through CLAP, a state-run food distribution program. Prosecutors allege that Pulido Vargas and his associates paid bribes to secure these contracts, subsequently inflating prices to cover the payoffs and generate personal profit. This scheme reportedly ran from July 2015 through at least 2020. His son, Emmanuel Enrique Rubio Gonzalez, and former Venezuelan state governor Jose Gregorio Vielma-Mora were also charged in this case. Vielma-Mora and a middleman allegedly collected about $17.3 million in bribes to facilitate these contracts and other business advantages.

The earlier case, dating back to 2019, centers on an alleged scheme to exploit Venezuela’s government-controlled currency exchange system through a housing contract. Pulido Vargas and Alex Nain Saab Moran, an ally of Maduro, were accused of submitting falsified paperwork for imported goods and building materials that were never delivered to Venezuela, then bribing officials to approve these documents. Prosecutors estimate that approximately $350 million was moved out of Venezuela through U.S. banks into overseas accounts controlled by the group, with this alleged scheme occurring from November 2011 through at least September 2015.

Pulido Vargas faces a total of thirteen money laundering-related charges across both cases. If convicted, he could face a maximum sentence of 20 years in federal prison for each charge in the 2021 case. He was previously convicted of drug trafficking in Italy in 1997 under an alias, German Enrique Rubio Salas.

The investigation has been conducted by the DEA, FBI, and Homeland Security Investigations as part of the Homeland Security Task Force initiative. U.S. Attorney Jason A. Reding Quiñones stated that the allegations represent a "profound betrayal of the Venezuelan people."
