Former CIA Officer Pleads Guilty to $194 Million Fraud Scheme

A former high-ranking CIA official has pleaded guilty to wire fraud after embezzling nearly $200 million from the federal government. David J. Rush admitted to lying about his military background and education to advance within the spy agency.

Rush pleaded guilty in Virginia federal court to one count of wire fraud. The plea followed an FBI raid on his home that uncovered 298 gold bars valued at $46 million, $2.1 million in cash, and numerous luxury items. Prosecutors revealed that Rush fabricated credentials on official job applications, claiming to be a graduate of the U.S. Air Force Test Pilot School and a director of test operations for a joint Army/Navy unit. In reality, he was never a pilot and held no FAA licenses, having served as an information systems technician in the Navy.

Once in a senior leadership position, Rush created fictitious government entities and fake initiatives, including a bogus "Special Access Program," to siphon federal funds into his personal accounts. The Justice Department stated that he ultimately stole $194 million. A significant portion of the embezzled funds, $145 million, was funneled into wire transfers to support an extravagant lifestyle that included purchasing high-end real estate, luxury vehicles, and substantial quantities of physical gold.

CIA Director John Ratcliffe commented that Rush "abused his position and betrayed the public trust." He added that the CIA's internal investigation identified potential crimes and immediately referred the matter to the FBI.

Under the terms of his plea agreement, Rush has agreed to forfeit all assets seized during the investigation. These include the 298 gold bars, $2.1 million in cash, his real estate holdings, 30 luxury watches, primarily Rolexes, and two 2026 BMW Alpina vehicles, one valued at $172,000.

Rush is scheduled to be sentenced on January 28, 2027, and faces a maximum of 20 years in prison.
