Federal authorities are investigating an incident in which a man was filmed kicking a sea lion at La Jolla Cove, near San Diego. The National Oceanic and Atmospheric Administration's (NOAA) Fisheries Office of Law Enforcement is seeking information from the public to identify the individual involved.
The investigation was initiated after a video circulated on social media depicting the man approaching a sea lion resting on a low wall, then kicking it forcefully. The video shows the sea lion being sent airborne by the kick. The man then reportedly pursued the animal in a menacing manner.
The Marine Mammal Protection Act (MMPA) prohibits the harassment, injury, or killing of wild marine mammals. Violators of the MMPA can face civil penalties up to $11,000, as well as criminal charges that could result in fines of up to $100,000 and a one-year prison sentence.
NOAA Fisheries stated that investigations are most effective when detailed information is provided. The agency encourages anyone with information about the incident to contact the NOAA Fisheries Office of Law Enforcement at (800) 853-1964 to report any suspected violations.
Animal welfare organizations have condemned the act. People for the Ethical Treatment of Animals (PETA) released a statement calling the assault unacceptable regardless of the species involved and highlighting that the individual appeared to laugh while harassing the sea lion.
