A federal judge has blocked a Philadelphia ordinance that banned individuals from wearing masks in public, specifically targeting federal law enforcement officers.

The ruling stated that the city cannot regulate how federal agents conduct their enforcement operations. The law, passed by the Philadelphia City Council in March, aimed to prevent individuals, including federal officers, from concealing their identities while operating in public spaces. This was particularly contentious for agencies like Immigration and Customs Enforcement (ICE), whose agents sometimes wear masks as part of their protective gear during operations.

U.S. District Judge Mark A. Kearney issued the preliminary injunction, asserting that the ordinance interferes with federal authority and operational needs. The judge's decision emphasizes the federal government's preeminent role in regulating federal law enforcement activities. The city's attempt to impose its own rules on federal officers was deemed an overreach, infringing upon the necessary functions of federal agencies operating within its jurisdiction.
