FBI Releases Internal Report Examining Past Failures

The FBI has released a classified report to its workforce that examines instances where the bureau has "fell short" in its history. The document, referred to as the "Patel Report," is intended to promote accountability and rebuild public trust, according to an internal message obtained by The Associated Press.

The content of specific historical episodes detailed in the report remains unclear. However, its creation aligns with FBI Director Kash Patel's past criticisms of his predecessors and his stated objective to remove personnel he believes have politicized the bureau. Conversely, Patel's critics allege that he has politicized the FBI.

During his confirmation hearing, Patel pledged not to "look backward." Despite this, he has reportedly encouraged investigations into former senior officials and overseen the termination of employees involved in long-standing investigations, including those concerning President Donald Trump. Some of these employees had also participated in investigations related to the January 6th Capitol attack, were photographed during a 2020 racial justice protest, or contributed to a disputed analytical memo on Catholic extremism.

An internal memo signed by FBI co-deputy directors Christopher Raia and Andrew Bailey stated that the "Patel Report looks backward because accountability demands it." The memo described the report as marking the "closing of one chapter in our history and the beginning of another complete with a brighter future ahead."

Andrew Bailey announced his resignation earlier in the week, with his final day being Friday. The FBI declined to comment on the report.

The message to the workforce further articulated the report's purpose: "We cannot change what happened before we arrived. But we can confront it honestly. We can recognize failures instead of protecting them. We can hold people accountable. We can fix what was broken. And we can build safeguards strong enough to ensure the mistakes of the past are never allowed to define this institution again. These steps are consistent with any institution of excellence that is constantly striving for improvement."

It is not known if the report includes specific recommendations or mandates for addressing past shortcomings. The FBI message indicated the report's aim is to foster "fierce organizational accountability" and restore "public trust."

However, critics argue that politically charged investigations initiated under Patel's leadership, targeting perceived adversaries of Trump, and the punishment of agents involved in investigations of the former president have instead eroded confidence in the federal law enforcement agency.
