The FBI has initiated a broad international effort to dismantle global scam centers that defraud Americans and fuel criminal networks. FBI Director Kash Patel stated that the agency is treating these operations as a top priority, working with international partners to eliminate them.
Patel detailed a strategy launched 15 months ago that targets these scam centers at their source, beginning with an initiative in Southeast Asia. The FBI collaborated with partners in countries including India, Thailand, Cambodia, and Indonesia to disrupt compounds and their communication systems. This effort also involves private sector technology and financial partners to trace infrastructure, seize malicious domains, and follow money trails.
Historic Takedowns and Seizures
Recent operations have yielded significant results. In April, the FBI led Operation Sand Dollar in the United Arab Emirates, with support from Dubai Police and China's Ministry of Public Security. This operation resulted in the takedown of nine scam centers operated by Asian organized crime, with 311 arrests and the seizure of thousands of devices. These centers were collectively stealing approximately $6 million annually, with the operation preventing an estimated $54 million in losses.
Another significant action, Operation Zephyr Exodus, targeted the Prince Holding Group in Cambodia, described as a transnational criminal empire. This operation led to the indictment of the CEO for wire fraud and money laundering conspiracy. Approximately 127,000 Bitcoin, valued at about $15 billion at the time of forfeiture, was seized, representing the largest forfeiture in U.S. history and crippling the financial operations of the syndicate.
Further operations include the takedown of the Tai Chang scam compound in Burma, operated by Chinese criminals, which resulted in the seizure of domains and $30 million. The Shunda compound, linked to hundreds of millions in losses, was also dismantled in a joint effort with Thai partners. This compound utilized a Telegram channel to recruit forced labor for law enforcement impersonation scams.
Proactive Victim Protection
Beyond reactive measures, the FBI has implemented Operation Level Up, supported by the U.S. Secret Service and other partners. This initiative proactively identifies potential victims in real time, notifying nearly 9,000 individuals who were unaware they were being targeted. This effort has prevented an estimated $562 million in losses and led to referrals for suicide intervention.
Global Collaboration and Future Efforts
The FBI reports that its global offensive has led to over 30 cases, the restraint of assets valued at more than $15 billion, and hundreds of arrests. The agency has also suspended more than 7,500 terminals, disrupting the internet connectivity essential for thousands of scam devices. The FBI recently hosted its first Scam Center Summit in Thailand, bringing together partners from 18 countries and hundreds of law enforcement agencies to bolster the mission.
Patel emphasized the importance of international partnerships, citing collaborations with the Royal Thai Police, Dubai Police, China’s Ministry of Public Security, Cambodian National Police, Indonesian National Police, and India’s Central Bureau of Investigation. He stated that these partnerships are crucial for defending the homeland from global scam centers.
Looking ahead, Patel indicated plans to further dismantle these compounds and target syndicate leadership to ensure complete eradication. The FBI aims to continue recovering life savings, rescuing trafficking victims, and destroying these criminal networks, regardless of their overseas locations.
