FA Cup Tie Replayed After Referee's Error Sparks Debate
A disallowed penalty and subsequent indirect free-kick in a qualifying match has led to a replay, raising questions about the finality of results and the impact of refereeing errors.
An FA Cup qualifying tie between Mulbarton Wanderers and Woodford Town will be replayed due to a referee's error, a decision that has left Mulbarton "deeply upset" and prompted discussions about the integrity of football results.
The controversy arose when Woodford Town's penalty was disallowed for encroachment by attacking players. According to Law 14 of the Laws of the Game, the referee should have ordered the penalty to be retaken, not awarded an indirect free-kick to Mulbarton Wanderers. A subsequent Football Association sub-committee review determined a technical error had occurred, leading to the order for a replay.
Mulbarton Wanderers, competing in the Isthmian League North, expressed concern that the decision could have "wider implications regarding the finality of results" and "the integrity of the game as a whole." They argue that the incorrect application of the laws, rather than a subjective judgment, should not necessitate a replay.
Instances of matches being replayed due to misapplication of the laws are not unprecedented. In 2006, an English football match between Edgware Town and Harefield United in the Spartan South Midlands League was reportedly the first to be replayed because of a referee's error, mirroring the current situation with a disallowed penalty that should have been retaken. Such replays are more common in cup competitions, where an incorrect decision is seen to directly impact the outcome of a tie.
Internationally, UEFA ordered a replay in 2015 for a European Championship qualifier between England Under-19 women's team and Norway. A disallowed penalty for England in stoppage time, which should have been retaken, led to the match being restarted, ultimately allowing England to qualify for the Euros. Last season, an FA Vase tie was also replayed after a referee's error during a penalty shootout. In another FA Cup qualifying tie last year, Bridlington Town had to replay their win against Knaresborough because the refereeing team incorrectly refused Knaresborough a fifth substitute during extra time.
The distinction between a subjective judgment call, such as wrongly awarding a corner or a disputed penalty, and a misapplication of the laws is crucial. The FA's decision implies that the handling of the penalty encroachment fell into the latter category.
Discussions surrounding refereeing errors have also extended to matches utilizing the Video Assistant Referee (VAR) system. However, the International Football Association Board (IFAB) has clarified that a match is not invalidated by "wrong decision(s) involving the VAR." Errors made by VAR officials, such as those noted in the Manchester derby or Liverpool's disallowed goal against Tottenham, are typically classified as mistakes in assessment or communication rather than a misapplication of the laws. Similarly, malfunctions of VAR technology do not invalidate a result.
Cases in other European leagues offer further context. In the Dutch Eredivisie in December 2024, a disallowed goal for offside from a corner was upheld despite being legally impossible, with the Dutch FA stating it was an incorrect judgment, not a misapplication of rules. A more comparable case occurred in the Belgian Pro League in December 2023, where a goal scored from a rebound off a missed penalty was disallowed due to encroachment. Despite the VAR not identifying encroachment by opposing players, which should have led to a retake, the Belgian Court of Arbitration for Sport ultimately upheld the result, deeming the incident a "carelessness in the assessment of the game situation" rather than a violation of the laws.
The winners of the Mulbarton Wanderers and Woodford Town replay will proceed to face Gloucester City in the third qualifying round on Saturday, October 3.
