Exploitation of Vulnerable Children by Organized Crime Rings Highlighted

Organized crime groups are deliberately targeting vulnerable children in the care of the state, according to a report by the Sexual Exploitation Research and Policy (SERP) Institute. The report highlights a strategy used by sophisticated grooming gangs to exploit young girls and subject them to abuse and trafficking.

Ruth Breslin, director of the SERP Institute, stated that these criminal networks identify and prey upon children who are most susceptible to exploitation. These children, often in state care, are deemed the most vulnerable by predators. "Predators can spot vulnerability and these children and young people are the most vulnerable," the report notes.

The methods employed by these gangs are described as "evil," leading victims into a "life of hell." In some instances, female minors become entangled in the drug scene and are then exploited to work off their debts, according to information provided by Gardaí (Irish police).

The SERP Institute expressed ongoing concern that these highly vulnerable children continue to be targeted by these organized criminal networks. The report emphasizes the need for increased awareness and intervention to protect children at risk from such exploitation. SERP said it remains very concerned the most vulnerable children are being targeted by these organised criminal networks
