A former Australian Football League (AFL) umpire, Michael Pell, has been committed to stand trial over allegations that he provided insider information about Brownlow Medal votes to his brother and associates for betting purposes. Pell, his brother Donovan, and an associate, Mitch Lucas, are accused of defrauding betting agencies, with the group alleged to have profited around $300,000 from the scheme.
Magistrate Patrick Southey ruled at Melbourne Magistrates Court that there was sufficient evidence for all three men to proceed to trial, rejecting defense claims that the charges should be dropped due to legal loopholes. The defense had argued that Victoria's laws did not specifically criminalize trading insider information in the context of sports betting.
However, Southey found that Pell may have engaged in corrupt conduct by disclosing confidential information regarding the 2021 Brownlow vote tallies to his brother and Lucas. "He knew his position and that he was acting corruptly in divulging that information and there's evidence of course that they acted on that information," Southey stated in court. "And it seems to be that information did corrupt the betting outcome, they won and the agencies lost."
Micheal Pell was arrested in November 2022, with charges formally laid in August 2025. His barrister, Sam Tovey, argued that the prosecution's case lacked merit as Victoria had intentionally omitted an insider information offense from its legislation. Tovey asserted that any ambiguity in the law should favor the accused and that Pell's role as an umpire meant he simply knew the vote tallies, which were not alleged to be tainted.
Prosecutor Greg Buchhorn countered that the legislation was sufficiently broad to encompass the alleged conduct. He argued that Pell's disclosure constituted "corrupting conduct" and that Donovan Pell and Mitch Lucas, aware of Michael's position as an AFL umpire, placed bets based on this information, or shared it further. Southey ultimately sided with the prosecution, stating that the legislation clearly covered the situation where insider information altered betting outcomes.
The Brownlow Medal is awarded annually to the best and fairest player in the AFL. Field umpires award votes on a 3-2-1 basis to players after each match.
Micheal Pell, Donovan Pell, and Mitch Lucas have pleaded not guilty to all charges. They remain on bail and are scheduled for a directions hearing in the County Court on July 24.
