Elon Musk Restricted Ukraine's Starlink Access, Citing Concerns Over War Funding

Elon Musk, the founder of SpaceX, made the decision to slow down Ukraine's access to the Starlink satellite communications system, a move that reportedly hampered the country's ability to deploy drone strikes. The restriction, which has since been reversed, left Ukrainian forces with limited capabilities for operating drones and interceptor drones, according to multiple U.S. officials who spoke with The Wall Street Journal and CBS News.

While Musk publicly suggested that changes to the system would require Pentagon approval and therefore presidential consent, sources familiar with the matter indicate he initiated the slowdown himself. Some reports suggest Musk discussed the idea with administration officials before implementing it, seeking to understand then-President Trump's perspective on the situation. Other accounts state that Trump had no input on the decision, with Musk acting unilaterally. Following the public announcement of the slowdown, Musk and Trump reportedly had a call concerning the matter.

Musk's decision to limit Starlink services in Ukraine occurred amidst public criticism of Ukrainian President Volodymyr Zelensky by both Musk and Trump. One potential motivation cited for Musk's action is a reluctance to be seen as profiting from the ongoing conflict.

Ukraine's top diplomat in Washington stated that the country was awaiting an official response from contacts with the Pentagon and SpaceX to understand the situation and confirm the restoration of connectivity. Connectivity was reportedly restored by Wednesday evening.

Starlink satellites, operated by SpaceX, provide high-speed internet crucial for Ukraine's military communications and drone warfare. The system allows Ukrainian drones to maintain connections with operators over long distances, enabling them to counter Russian drones.

While Starlink is primarily for civilian use, SpaceX also offers Starshield, a military-grade service designed for the Pentagon. The U.S. government had authorized Ukraine's use of both Starlink and Starshield for its defense against Russia. The recent restriction, however, impacted Kyiv's ability to defend itself from Russian drone attacks.

The situation unfolded against a backdrop of strained relations between Ukraine and former President Donald Trump. Trump has previously called for Zelensky to resign and has been critical of Ukraine's handling of the war. He also announced a deal with Russia for diesel fuel, which he stated was in the national interest to lower oil prices. Trump has also refrained from blaming Russian President Vladimir Putin for initiating the war in Ukraine, diverging from the stance of many international allies.

Despite these tensions, Ukrainian and U.S. officials hailed "very productive" talks in Oslo, aimed at improving relations. Following discussions with Trump's envoys in the Norwegian capital, Zelensky acknowledged Washington's resumption of providing intelligence on impending Russian strikes. Trump's special envoy was scheduled to travel to Russia for talks with Putin.
