Driver Fined Over £2,200 for Throwing Parking Ticket at Civil Enforcement Officer

A driver has been fined £2,270 for taking a parking ticket off his car's windscreen and throwing it at a civil enforcement officer.

Stephen Lang, 58, received the initial parking ticket for parking outside a marked bay at Exchequer Quay car park in Penryn, Cornwall. He then removed the ticket from his windscreen and threw it towards the officer before walking away.

Later, Lang approached the officer again as she retrieved the ticket from the ground and attempted to reattach it to the vehicle. He removed it once more, crumpled it, and threw it in the officer's direction. The incident was captured by the officer's body-worn camera and CCTV.

Lang, of Camborne, Cornwall, was initially found guilty of littering in Camborne on November 20, 2025. He was issued a £250 Fixed Penalty Notice for the offense, which he failed to pay despite receiving a reminder and a warning of potential prosecution.

Lang did not attend his hearing at Truro Magistrates’ Court on October 14, where he was found guilty in his absence. He was ordered to pay a £250 fine, £1,920.90 in costs, and a £100 victim surcharge, totaling £2,270.

Councillor Thalia Marrington, Cornwall Council’s cabinet member for community safety and public health, stated that littering and aggressive behavior towards officers are unacceptable. She added, "We will not tolerate any abuse towards our officers."
