Doctor Faces Medical Regulator Restrictions Amid Al Fayed Assault Allegations

A doctor accused of performing invasive sexual health tests on employees of the late Harrods owner Mohamed Al Fayed, before they were allegedly assaulted by him, has been placed under restrictions by the General Medical Council (GMC).

Dr. Ann Coxon has been given a list of conditions by the medical regulator as part of an ongoing investigation. Victims have claimed that they were sent to Dr. Coxon for tests, with the results then sent to Al Fayed before he allegedly preyed on them. Dr. Coxon remains under full investigation by the GMC, along with another physician, Dr. William Robarts, who also faces interim conditions pending the outcome of the inquiry.

"Dr Ann Coxon and Dr William Robarts have interim restrictions on their practice, pending the conclusion of a full GMC investigation," the GMC stated. "An Interim Orders Tribunal of the Medical Practitioners Tribunal Service imposed the interim conditions on their practice on Thursday, September 17."

Al Fayed, who died in 2023 at the age of 94, was reportedly paranoid about contracting sexually transmitted diseases, leading him to have staff tested before alleged assaults. Dr. Coxon, 86, is no longer registered to practice but remains listed at her Harley Street clinic. She has previously denied conducting medical examinations on young women at Al Fayed's behest and has not apologized to his alleged victims.

The Justice for Harrods Survivors group reported Dr. Coxon to the GMC. One alleged victim, identified only as Natacha, stated that she was sent to Dr. Coxon for "Aids and sexually-transmitted disease testing without consent" and felt she was being checked for her purity. She claims she was later repeatedly abused by Al Fayed. More than 200 individuals have come forward with accusations since Al Fayed was depicted as a sexual predator in a BBC documentary in 2024.

Dr. Coxon's interim conditions require her to inform the GMC about any medical work she is undertaking and her employers within a week. She must also obtain GMC approval before starting work in a non-NHS position or setting and allow the GMC to exchange information with any employer or contracting body for which she provides medical services. Dr. Coxon is currently registered but without a license to practice and must notify the GMC if she applies for one. Similar conditions have been imposed on Dr. Robarts.
