David Cording, a 54-year-old man with cerebral palsy, autism, and learning disabilities, described his nearly nine-year stay at Concord Lodge in Bristol as feeling like he was "locked up" in "jail." Cording was initially moved to the facility for a temporary assessment period of a few weeks in 2015 following an incident with his carers at his flat. However, he remained at the care center for eight and a half years.
During his time at Concord Lodge, Cording said he could not leave the facility unaided, leading to feelings of isolation. A friend of Cording's, Mike Cooper, stated that the total cost of his extended stay had exceeded £2 million, based on a published weekly cost of £4,600. Cooper remarked that this sum represented "£2m of local taxpayers' money that has been spent to keep him in a place which he absolutely hated and was impacted, traumatised by."
