DHS Launches Nationwide Operation Targeting Illegal Immigrants for SNAP Fraud

The Department of Homeland Security (DHS) has initiated a nationwide operation through U.S. Immigration and Customs Enforcement (ICE) to apprehend illegal immigrants accused of defrauding the Supplemental Nutrition Assistance Program (SNAP). The operation has resulted in multiple arrests.

Homeland Security Secretary Markwayne Mullin stated, “Illegal aliens who have no right to be here in the first place are the last people who should be using SNAP benefits and other forms of welfare.” He added, “These programs are for Americans only. Even non-violent illegal alien crime can still have devastating consequences when they’re defrauding the American taxpayer.”

According to DHS, those apprehended and deported represent a fraction of individuals suspected of such fraud, and the administration intends to continue pursuing those accused of misuse of federal benefits.

DHS identified several individuals accused of SNAP fraud, including multiple Haitian nationals. Rubstony Junior Theodore, a Haitian national allegedly residing illegally in the U.S., was arrested by ICE. His alleged criminal history includes charges for larceny, obstruction of officers, and trespassing. Three other Haitian nationals—Wilbert Jean Baptiste, Louis Jean, and Jhensly Charles—were also arrested.

Elizabeth Povea Rodriguez, a Cuban national allegedly living illegally in the U.S., was also apprehended. DHS noted her prior convictions for disorderly conduct and arrests on allegations of battery and domestic violence.

Federal law generally prohibits individuals residing in the U.S. illegally from receiving SNAP benefits, though certain lawfully present noncitizens may be eligible. DHS stated that this operation is the beginning of a larger ICE effort to target illegal immigrants who have fraudulently obtained SNAP benefits, which are funded by American taxpayers for citizens in need. The agency emphasized that those arrested had entered the country unlawfully and, in some cases, had criminal records, while drawing from a program intended for struggling American families.
