Congressional Democrats have called for investigations into the ongoing renovations at the Lincoln Memorial Reflecting Pool, intensifying scrutiny over the $16 million rehabilitation project. Lawmakers in both the House and Senate are demanding answers regarding the troubled project, which has been a frequent subject of news coverage.
Concerns have been raised about no-bid contracts awarded for the work. Sen. Richard Blumenthal, the ranking Democrat on the Senate Permanent Subcommittee on Investigations, stated in a letter to Interior Secretary Doug Burgum and acting Park Service Director Jessica Bowron that projects undertaken by the National Park Service at the president's direction in Washington have been "marked by blatant corruption, a shocking lack of transparency, disregard for legal requirements and apparent incompetence."
Blumenthal specifically pointed to contracts awarded to vendors with prior relationships to the president, alleging that "rushed no-bid contracts given to unqualified vendors with previous relationships to the president resulted in a reflecting pool more covered with algae than before, with freshly painted chunks of paint peeling from the bottom to float on the pool’s surface." He added that the pool, intended to be a centerpiece for America's 250th birthday celebrations, would be empty due to these issues.
Two companies received significant contracts for the project: Ohio-based Green Water Solutions was awarded $1.7 million for a water-purification system, and Virginia-based Atlantic Industrial Coatings received $14.7 million for painting and waterproofing. Representatives for Democrats on the House Committee on Oversight and Government Reform noted that both contractors have alleged ties to Trump entities. John Cafaro, owner of Green Water Solutions, is identified as a Trump donor who resides near Mar-a-Lago. Atlantic Industrial Coatings is owned by Curtis “Eddie” Wood.
President Trump has repeatedly attributed the peeling paint and other issues to vandalism, without providing evidence. He has stated that six individuals have been arrested in connection with the damage and mentioned a "350-foot gash" in the pool's liner, suggesting "sick people" used razors and box cutters. No images substantiating these claims have been publicly released.
The administration faces a self-imposed deadline to complete the renovations before the July 4th holiday, when the National Mall is expected to host tens of thousands of visitors. The president indicated that the pool might need to be drained again for further repairs, but it remained unclear if this would occur before or after the holiday.
Rep. Robert Garcia, the ranking Democrat on the Committee on Oversight and Government Reform, called the renovation "Donald Trump’s disastrous renovation of our national reflecting pool is his latest failed vanity project," characterizing the project as a waste of taxpayer funds.
Amid these criticisms, Sen. John Hickenlooper of Colorado suggested that President Trump should personally reimburse taxpayers for the renovations, labeling the situation "a national embarrassment." He argued that taxpayer money should be allocated to infrastructure, education, and public lands, rather than "failed presidential vanity projects."
