Cybersecurity Executive Arrested on Federal Charges Amid FBI Probe into Data Breach
Edward Dubrovsky faces federal charges as the FBI investigates the ShinyHunters hacking group, which claimed responsibility for a breach of FBI employee data.
A Canadian cybersecurity executive specializing in ransomware negotiations has been arrested on federal charges in Pennsylvania, according to court documents. Edward Dubrovsky, 54, was taken into custody Thursday in the Philadelphia area.
The arrest occurs while the FBI is investigating the hacking group ShinyHunters, which recently claimed to have accessed information on nearly every FBI employee. Federal authorities have not publicly confirmed whether Dubrovsky's arrest is connected to this specific investigation.
FBI Director Kash Patel announced Friday via X that agents had arrested another individual suspected of being a co-conspirator of ShinyHunters. Patel stated that this group is believed to be responsible for a recent incident involving the FBI's jobs website, which operated on a platform managed by a third-party vendor.
"Our agents in the field have arrested another suspected co-conspirator of the ShinyHunters group – the group believed to be responsible for the recent FBIjobs.gov incident, which occurred on a platform managed by a third-party vendor," Patel wrote.
Federal court records filed in the Eastern District of Pennsylvania indicate charges related to conspiracy to threaten the confidentiality of information for extortion and interference with commerce, Reuters reported. The specific details of the federal allegations are not yet public, as the criminal case is sealed in the Eastern District of Texas.
A federal court order from Thursday in Pennsylvania shows prosecutors sought the defendant's detention, and a judge ordered Dubrovsky held pending a detention hearing in Texas. A subsequent order on Friday directed the U.S. Marshals Service to transport him to Texas for further proceedings.
Dubrovsky is currently listed as being held at the Federal Detention Center in Philadelphia, according to the Federal Bureau of Prisons' online inmate locator. His expected release date is not yet available.
Dubrovsky's professional background includes negotiating with cybercriminals over ransom demands. His LinkedIn profile indicates an affiliation with CyberSteward, a cybersecurity firm that offers services such as negotiations with threat actors, cyber extortion, and settlement facilitation.
