Costco Proposes Massive Oakland Warehouse, Promising Jobs and Tax Revenue
The retail giant is close to opening its first Oakland location on a former Army base, aiming to create 400 jobs and generate millions in annual revenue.
Costco is moving forward with plans to open its first warehouse in Oakland, California, a development that could bring approximately 400 jobs and generate millions in annual tax revenue.
The proposed 166,800-square-foot retail warehouse, along with a gas station and 947 parking spaces, would be located at the intersection of West Grand Avenue and Wake Avenue on a site formerly used as a U.S. Army base. Planning documents indicate the warehouse would operate seven days a week.
City documents suggest the project represents a significant economic development opportunity, estimating it could generate around $3 million in annual General Fund revenue. The jobs created are expected to offer competitive wages and benefits, with an average pay of $32 per hour, and provide opportunities for advancement. The development is also anticipated to expand access to affordable goods and services for Oakland residents and businesses, thereby strengthening the city's retail tax base.
Currently, an estimated 90,000 Costco members reside within Oakland's city limits, spending approximately $270 million annually at Costcos in neighboring cities. This new location aims to capture that spending within Oakland.
The latest plans follow a July vote by the Oakland City Council that approved a two-year exclusive negotiating agreement with Costco for about 23 acres of city-owned land. Under this agreement, Costco paid Oakland $300,000 for the negotiation period, with options for two six-month extensions at an additional cost.
Mayor Barbara Lee has supported the proposal, referring to it in June as a potential economic game-changer that could create hundreds of quality jobs, generate millions in revenue for city services, and bring new investment to the former Army base site. The project is still in the planning stages.
