A controversial film titled "Citizen Vigilante," inspired by two violent gang rapes of teenage girls by migrants in Germany, has garnered significant international attention, reaching millions of viewers globally through Elon Musk's social media platform X and commercial streaming services.
The film, directed by Uwe Boll, centers on a fictional U.S. Army veteran and businessman who seeks retribution for crimes allegedly committed by migrants. According to the film's creators, German authorities have effectively banned "Citizen Vigilante" from public viewing by refusing to grant it an official rating, which they claim is an act of state-condoned censorship.
Elon Musk made the film available for free on X for a 48-hour period, leading to millions of views worldwide. The film has also found success on U.S. commercial streaming platforms like Apple TV, reportedly generating substantial profits on a modest budget.
Director Uwe Boll stated that the film was inspired by a 2020 incident in Hamburg's City Park where a 15-year-old girl was gang-raped by a group of young migrants. Only one attacker, an adult Iranian, was imprisoned, receiving a sentence of less than three years. The remaining eight perpetrators, all under 21 at the time, were reportedly exonerated by a youth court judge who deemed their actions a "means of releasing frustration and anger" stemming from their migration experiences. The trial was held in secret, and the non-custodial sentences were later upheld by an appeals court, sparking public outcry.
Another incident that influenced the film occurred in February 2016 in Hamburg's Harburg suburb, where young migrants from Balkan countries allegedly gang-raped a teenage girl at a birthday party. The victim was hospitalized with hypothermia. Initially, three perpetrators, aged between 14 and 17, received suspended sentences of under two years for showing remorse, which also led to public protests and a retrial that ultimately resulted in tougher penalties.
"Citizen Vigilante" features actor Armie Hammer in the lead role. Hammer's Hollywood career stalled in 2021 following unproven accusations of sexual assault and leaked text messages. He has consistently denied any wrongdoing, and no criminal charges were filed against him.
Boll has defended the film, asserting it is not intended to incite violence but rather to highlight what he perceives as failures in the Western criminal justice system, which he claims protect migrant criminals at the expense of native populations. He argues that the legal system is too lenient with migrants accused of serious crimes, contrasting their treatment with how neo-Nazis might be punished for similar offenses. Boll also stated that he does not condone violence against innocent people and emphasized that not all migrants are violent.
The film's critical reception has been mixed, with some critics drawing parallels to early 20th-century films criticized for their racial portrayals. German authorities have not publicly commented on the film's censorship claims. At the end of "Citizen Vigilante," a statement dedicates the film to victims of alleged legal system betrayals in Europe. Boll indicated that most German-funded films present migrants in a positive light and do not depict them committing crimes.
