Chinese Agent Posing as Realtor Arrested at LAX for Alleged Spying on Taiwan President's Son
Federal agents arrested Wanying 'Heather' Zhang, 34, at Los Angeles International Airport on Sunday, charging her with acting as an unregistered agent of a foreign government.
A suspected Chinese agent, posing as a California real estate agent, was arrested Sunday at Los Angeles International Airport before she could board a flight to Shanghai. Wanying 'Heather' Zhang, 34, faces charges of acting as an unregistered agent of a foreign government, according to federal authorities.
Authorities allege that Zhang and an unidentified accomplice traveled to Seattle in September 2025 with the intent to photograph the family of a high-ranking Taiwanese official. Special Agent Kevin Holt wrote in a criminal complaint that obtaining such information, including pictures of relatives' homes and cars, could be useful to the People's Republic of China in gaining leverage over Taiwan's president during a potential conflict. China claims sovereignty over Taiwan, which maintains its independence.
Law enforcement sources identified the target of the alleged surveillance as Ting-Yu Lai, the son of Taiwanese President Ching-Te Lai. Ting-Yu Lai, an engineer in his 30s, studied in the United States and has an American-born son. He is currently employed by Philips.
According to the criminal complaint, Zhang and "Individual 1" flew from Las Vegas to Seattle on September 1, 2025. They allegedly rented a black Nissan Rogue and drove to Ting-Yu Lai's residence. Security camera footage from a neighbor reportedly captured them appearing to film Lai, his wife, and their child as they arrived home. Zhang subsequently texted her Chinese government handler, stating, "Saw him. Young male. It's the young one" and "I am video recording," along with two license plate numbers. These messages were reportedly obtained through a warrant on Zhang's iCloud account.
Zhang is alleged to have been in contact with at least two individuals she acknowledged worked for the PRC government. Her association with one of these officials began in June 2025, introduced by a classmate from Beijing's University of International Relations, an institution noted for its close ties to China's Ministry of State Security. During a trip to Changsha, China, in June 2025, Zhang allegedly met with a government official and received her surveillance assignment, texting, "I can take care of this thing."
Further communications cited in the complaint indicate that on August 25, 2025, Zhang texted a Chinese government official, "I will be busy with work in LA this week. I will probably go to Seattle next week." The official reportedly replied, "OK. Thank you for your hard work."
Bill Essayli, the U.S. Attorney for the Central District of California, stated that Zhang has since employed "tradecraft" to evade detection and failed to notify the Attorney General of her role as a foreign agent.
Zhang is a licensed real estate agent with JC Pacific Capital Inc., with a Zillow profile listing 130 sales and listings across Los Angeles and surrounding counties. She is scheduled to appear in federal court in Los Angeles for an initial hearing on Monday.
