Chelsea has overturned a six-point deduction that could have led to their relegation from the Premier League, following an appeal against sanctions for 74 breaches of financial rules. The club will now serve a suspended two-window transfer ban and pay a £10 million fine, a resolution reached after the current owners voluntarily reported historical financial irregularities upon their takeover in 2022.
The Football Association (FA) initially proposed a 15-point deduction as a starting point for the penalty. However, the club's self-reporting of the breaches and cooperation with the investigation led to a significant reduction in the severity of the punishment. The FA's written reasons document stated that the starting point for the sanction would be reduced by one-third, to 10 points, due to these mitigating factors.
Initially, an independent regulatory commission had imposed a suspended six-point deduction, applicable until June 2027, and a £10 million fine. Following Chelsea's appeal, an independent Appeal Board set aside the points deduction. The club was charged with 74 breaches of FA Rule E1.2 concerning payments made to unregistered agents and third parties between 2011 and 2018, activities that occurred under the previous ownership of Roman Abramovich.
In March, Chelsea was fined £10 million and handed a suspended transfer ban by the Premier League for admitting to approximately £47 million in secret payments to unregistered agents and third parties. These payments were linked to several high-profile transfers, including those of Eden Hazard, Samuel Eto'o, and Willian, though the report notes no wrongdoing is suggested on the part of the players. The Premier League had indicated that the £10 million fine was reduced by 50% from a potential £20 million due to Chelsea's proactive self-reporting and cooperation.
Chelsea's current owners, BlueCo, reported potential historical rule breaches to various footballing regulators upon acquiring the club. The club has since reached settlement agreements with UEFA and the Premier League regarding these matters. The conclusion of the FA process brings all regulatory proceedings against Chelsea FC to a close. The £10 million fine will be invested into grassroots football.
