Chancellor to Meet Bank Leaders Amid Tax Hike Concerns

Chancellor John Healey will convene a meeting with leaders from prominent UK banks, including Barclays, HSBC, Lloyds, and NatWest, this week. The gathering, scheduled for Tuesday, has fueled speculation that Healey may be considering increased taxes on the financial sector as he prepares his upcoming budget on October 28.

The Trades Union Congress has publicly advocated for a windfall tax on bank profits, suggesting the revenue could fund reductions in energy bills for low and middle-income households. However, the banking industry has cautioned against such measures, warning that higher taxes could escalate business costs, potentially leading to increased borrowing costs for consumers and businesses.

UK Finance, a trade body representing the banking sector, has called for a stable and predictable tax environment, asserting that additional sector-specific taxation could diminish the industry's capacity to lend, invest, and support the broader economy. The organization also noted that UK banks are currently subject to a tax rate of 46.5 percent, which is higher than rates in Frankfurt (39.1 percent) and New York (27.9 percent), making the UK a more significant international outlier in terms of banking taxation.

David Postings, CEO of UK Finance, previously stated that banks are already heavily taxed and that further increases could be risky for the government. He emphasized the importance of financial services to the UK economy and urged the government to avoid raising bank taxes to maintain international competitiveness and foster long-term investment and confidence. A Treasury source indicated that the Chancellor regularly meets with senior representatives from various economic sectors, including financial services.
