Cambridge University Library Plan Quashed Amid Professor's Legal Challenge
A High Court judge has quashed planning permission for a new library at Cambridge University's Christ's College following legal action led by a physics professor concerned about the building's scale.
A legal challenge brought by a Cambridge University professor has resulted in the quashing of planning permission for a new library at Christ's College. Physics professor Suchitra Sebastian spearheaded the opposition, arguing the proposed modern facility was 'too coarse' and 'too big' for its historic setting.
The dispute centered on plans to demolish the college's 1970s library and replace it with a four-storey building designed around a three-storey reading room. The new structure was intended to connect to the Grade-I listed Bodley Library. The college had previously secured planning permission for library redevelopment in 2011 and 2016 but did not proceed.
The Christ's Lane Action Group (CLAG), with Professor Sebastian at the forefront, contended that the proposed 'bulky' building would damage the integrity of Cambridge's core conservation area and detract from the character of Christ's Lane. Concerns were also raised by heritage body Historic England, which noted 'increased massing' and 'excessive bulk' in its consultation, suggesting the approximately 40ft high building would be overly domineering.
CLAG argued that Cambridge City Council had been misled regarding Historic England's full concerns when making its decision on the initial application. They also contended that the council failed to consider alternative, less harmful development options for the site.
Mr. Justice Kolinsky, presiding in the High Court, acknowledged that both the council and the college accepted errors had occurred in the consideration of the planning application. These errors included the incomplete communication of Historic England's concerns to the planning committee and the failure to consider less impactful alternative plans. Consequently, the judge approved an order to quash the 2025 planning permission.
Following this decision, Christ's College submitted a second, nearly identical application. This application is currently on hold pending a decision by the housing secretary, Angela Rayner, on whether to 'call in' the application for ministerial review.
