The Modesto City School Board has approved a significant increase in compensation for its members, raising monthly stipends by nearly 300%. The decision, which passed Tuesday, will see board members' monthly pay increase from $765 to $1,500 starting next school year, with a further rise to $3,000 scheduled for the 2027-2028 school year. This move was enabled by Assembly Bill 1390, a law signed by Governor Gavin Newsom last year that allows school districts to increase board compensation based on their size, with a maximum allowable stipend of $3,000 per month.

The decision has ignited strong opposition from community members, teachers, and school employee groups who voiced their disapproval during a public meeting. Representatives from the Modesto Teachers Association expressed concern that the substantial increase did not align with community expectations for those serving in a public capacity. A resident noted that while board members deserve compensation, a nearly threefold increase approved all at once raises questions about priorities and community values.

Justification for Increase

Board members defended the pay raise by highlighting that the current stipend had not been adjusted since 1984. Board member Abel Maestas argued that factoring in inflation since 1984 would make the equivalent of the current $750 stipend approximately $3,500 per month in today's dollars. Board Vice President Jolene Daly previously stated that members are on call 24/7 and that their current compensation equates to roughly 30 cents per hour, or $4.68 per hour if calculating for a 40-hour work week. Daly acknowledged that board members do not serve for financial gain but emphasized the demanding nature of the role.

Community Reaction and Precedent

Despite the justifications, community members expressed outrage, with some stating that the ability to raise compensation to the maximum allowed does not necessitate doing so. During the meeting, it was noted that board members are not obligated to accept the increased compensation. Board member Chad Brown indicated he would not be accepting the raise. This decision by the Modesto City School Board mirrors a similar recent action taken by the Stockton Unified School District Board of Trustees, which also increased its monthly stipend to $3,000.
