California Households to Receive Utility Bill Relief Amid Soaring Costs
Eligible residents will see automatic $75 discounts on their electricity bills for August and September.
Californians are set to receive some relief from high utility bills, with eligible households getting automatic $75 discounts on their statements for August and September. This emergency aid comes as electricity prices in the state have been described as "alarming."
The initiative is part of California's Cap-and-Invest Program, managed by the California Air Resources Board. This program requires large polluters to purchase allowances for their emissions, and a portion of the revenue generated is returned to taxpayers.
"California is making polluters pay and delivering that money back to millions of households when summer utility bills are at their highest," Governor Newsom stated in a press release.
The credit will be applied automatically to the bills of eligible residential customers of PG&E, Southern California Edison, and San Diego Gas & Electric. This program is expected to provide an estimated $886 million in savings.
The relief arrives as many Californians are facing financial strain due to record-breaking gas prices, high rents, and escalating grocery costs. Analysis from The Institute for Energy Research and Always on Energy Research indicates that California has the highest electricity prices in the U.S. In 2025, the average price for electricity in California was 27.63 cents per kilowatt-hour, which is 103% higher than the national average.
