A Stockton City Council candidate has been arrested on felony charges for allegedly listing a local dive bar as her home address to meet residency requirements for the district she sought to represent.

Prosecutors announced the arrest of Desiree Lynch on five felony counts, including three counts of perjury, causing or allowing false voter registration, and filing a false nomination or declaration of candidacy. Investigators determined that Lynch was living in Stockton’s District 1, which is outside the boundaries of District 5, the area where she aimed to run for council.

Lynch allegedly submitted addresses for Harry’s Cocktail Lounge on E. Charter Way and the Doyle Garden Apartments on E. Oak Street as her residences. She campaigned on promises to clean up City Hall and Stockton’s streets, presenting herself as a mother and nurse committed to delivering “real solutions for working families.” Her campaign platform stated that residents were frustrated with City Hall infighting, neighborhood neglect, and rising crime.

Stockton Mayor Christina Fugazi’s office had requested Lynch suspend her campaign the week prior to her arrest, but Lynch refused. Fugazi issued a statement saying that concerns about the integrity of the process remained serious and required an answer.

Prosecutors described Lynch as an “opportunist” who allegedly cheated the system. The San Joaquin County District Attorney’s Office stated that the integrity of elections is fundamental to the democratic process and that constituents deserve a representative who genuinely lives in their neighborhoods.

Lynch was booked into jail with bail set at $100,000. If found guilty, she faces potential imprisonment of over six years. She is scheduled to appear in the San Joaquin County Superior Courthouse on Thursday.
