Mourners gathered in London to commemorate the life of Salis Hanrahan, a 20-year-old British national who was fatally shot in Philadelphia on July 8. Hanrahan was allegedly attempting to defraud a pensioner when he was shot dead in his home.
According to US authorities, Hanrahan, who was described as an illegal immigrant from the United Kingdom, had been denied a visa due to his affiliation with "The Travelling Conman Fraud Group." This group, designated as a transnational criminal organization by the FBI, is known for overcharging clients for incomplete construction work. Hanrahan had reportedly been working on the home of 75-year-old George Barr, a retired firefighter, in the days leading up to his death. Local reports suggest Hanrahan was shot after attempting to charge Barr approximately £51,800 for repairs to his £190,000 property.
Philadelphia police stated that contractors were fitting sliding doors on Barr's home when gunfire was heard. Witnesses reported hearing arguments or commotion inside before finding the homeowner outside. Hanrahan collapsed on a pavement outside Barr's home and later died in a hospital from a gunshot wound to his chest.
George Barr has been charged with murder, possession of an instrument of crime, and recklessly endangering another person. He is currently being held in a Pennsylvania prison and has not yet entered a plea. Barr, a Vietnam War veteran, joined the Philadelphia Fire Department in 1989 and retired in 2015. A union representative described the incident as out of character for Barr, suggesting that potential PTSD from his military service or firefighting career, or a combination thereof, might have played a role, though he emphasized he was not present at the time of the shooting and hoped it was an act of self-defense.
Court documents outline the methods of the alleged Travelling Conmen Fraud Group, whose members reportedly enter the US on tourist visas or illegally. They solicit construction work, often door-to-door, targeting elderly individuals. Initially quoting low prices, they later demand significantly more money, sometimes for work that is not completed, and have been known to intimidate homeowners into paying upfront.
Hanrahan's body was repatriated to London, where over a hundred mourners gathered for what would have been his 21st birthday. The gathering involved flares, balloons, and placards. Hanrahan is survived by his wife, Roseann, and their one-year-old daughter.
The Philadelphia Police Department has confirmed Barr's charges and that a firearm was recovered at the scene. The investigation is ongoing.
