Blackburn, UK: From Cotton Capital to Global Vape Hub Amidst Youth Vaping Concerns
A former industrial powerhouse now dominates the e-cigarette market, but faces challenges with widespread youth vaping.

Blackburn, once the global center of cotton weaving, has transformed into Europe's vape capital, with factories producing millions of e-cigarettes annually for domestic and international markets. This industrial shift has revitalized the town's economy, providing significant employment.
Economic Transformation
The town's manufacturing capacity has pivoted from textiles to the booming vape industry. Companies like Totally Wicked, headquartered in Blackburn, have established substantial operations. The company's headquarters, a facility encompassing offices, a laboratory, production lines, and a retail shop, stands on the southern edge of the town center. Totally Wicked alone employs around 400 people in the area.
Simon Brierley, chief executive of the East Lancashire Chamber of Commerce, highlighted the economic benefits, stating that Blackburn's successful vape firms "support hundreds of local jobs and generate investment." As the leading center for vaping products in the UK, Blackburn boasts more e-cigarette shops per capita than anywhere else in Britain.
Youth Vaping Concerns
Despite the economic advantages, the town is grappling with significant social issues related to vaping, particularly among its youth. Reports indicate that nearly a third of schoolchildren in Blackburn have used drug-infused e-cigarettes. In some instances, young girls have reportedly resorted to vaping as a substitute for eating.
Liam Humberstone, the technical director at Totally Wicked, commented on the relative risks, stating, "There is no point saying vaping is harmless, but it is incredibly low harm when you compare it to smoking." However, the widespread adoption of vaping among minors remains a serious concern.
The transformation of Blackburn from a historic industrial hub to a modern manufacturing center for vaping products underscores a broader economic evolution, while the challenges of youth vaping present a pressing public health issue for the community.
