A Bell police officer has been arrested and charged with illegally accessing a California Department of Motor Vehicles database and using a GPS tracking device to spy on his ex-girlfriend. James Ixcoy is facing up to three years and six months in county jail if convicted.
Ixcoy was arrested on Monday and is scheduled to be arraigned on October 2 at the Foltz Criminal Justice Center. He is charged with one felony count of accessing and using computer data without permission and one misdemeanor count of unlawful use of an electronic tracking device.
According to the Los Angeles County District Attorney's office, Ixcoy allegedly abused his authority as a law enforcement officer to pursue private interests. "When an officer forsakes his duty to serve the public and instead illicitly accesses these databases and places GPS tracking devices on cars to serve his own private interests, as has been alleged against Officer Ixcoy, he is looking at spending time in a cell for such misguided actions," District Attorney Nathan J. Hochman stated.
The charges stem from a series of alleged incidents. On July 17 of last year, Ixcoy is accused of running a DMV registration inquiry without authorization on a vehicle belonging to an individual who had previously dated his ex-girlfriend. Approximately one month later, on August 18, 2025, he allegedly placed a GPS tracker on his ex-girlfriend's vehicle. Authorities reportedly recovered the tracking device.
Investigators are seeking information from anyone who may have had a similar experience with Ixcoy or possesses additional details. Those with relevant information are encouraged to contact Detective Jason Tamayo at the Bell Gardens Police Department at 562-806-7613.
