BBC Pauses Civil Servant Secondments to Fact-Checking Unit Amid Impartiality Review

The BBC has announced it will pause its scheme that offers secondment opportunities to civil servant statisticians for its fact-checking service, BBC Verify, and will review the roles. This decision comes after a report in The Telegraph raised questions about potential breaches of impartiality rules, alleging that embedded civil servants were involved in editorial tasks.

Under the program, which began in 2018, the BBC has provided six-month secondment opportunities for up to two civil servant statisticians to work with the head of statistics for BBC News. A BBC spokesperson emphasized that all journalism and editorial decisions are made by BBC journalists and editors, in accordance with the BBC's editorial guidelines, stating that the statisticians never make editorial decisions.

Those currently on secondment will not be involved in the publication of news or content during the review period. The current recruitment round for the secondment program has also been paused.

The BBC spokesperson stated that the corporation takes independence and transparency "incredibly seriously" and must ensure it meets the highest standards. While acknowledging that statisticians' work has sometimes been recognized with their names appearing on the BBC website, the spokesperson reiterated that they "never made editorial decisions."

A job advertisement for a 2027 secondment, as reported by The Telegraph, reportedly stated that a successful candidate would possess "the ability to influence decision making, working with credibility and proactively with customers to share knowledge and information." Additionally, a now-removed blog post by a former secondee described drafting copy for the news website.

The BBC addressed the blog post, stating, "While lines they write to explain a statistic may, in some form, be incorporated into copy or packages, they do not write copy." The corporation indicated that the blog post's claim was inaccurate and has requested an amendment.

The BBC also clarified that the contributions of secondees can be incorporated into journalism that scrutinizes the current government as well as all political parties. Secondees adhere to the Civil Service Code of Practice for Statistics, which mandates the objective presentation and use of data and statistics, prohibiting the withholding or misrepresentation of data due to political or commercial influence.
