Bank of England Chief Faces Pressure to Act on Interest Rates Amid Inflation Concerns
Governor Andrew Bailey is urged to raise interest rates as energy prices climb and inflation remains above target.
Bank of England Governor Andrew Bailey is facing increasing calls to adjust interest rates as energy prices continue to rise. Since February, Brent crude prices have increased by 65 percent, UK wholesale gas prices by 150 percent, and diesel by 40.5 percent.
Despite these increases, the Bank of England has maintained its benchmark interest rate at 3.75 percent. Bailey indicated in a recent address to bankers in Bangkok that he was not eager to raise rates, citing a limited pass-through of costs by businesses. He also noted that markets had factored in two rate cuts for 2026, which have not occurred, effectively leading to a hardening of market rates. The cost of two- and five-year fixed-rate mortgages has risen sharply in line with bond rates, becoming some of the highest in the G7, impacting affordability for prospective homeowners.
Bailey acknowledged that the current consumer price inflation (CPI) of 3.1 percent remains significantly above the government's 2 percent target. Persistent headline CPI poses a risk if it influences inflationary expectations and leads to higher private sector pay deals. The article suggests that Chancellor John Healey could help temper these expectations with a public sector pay freeze in an austere budget, though this is deemed unlikely.
Heathrow Expansion Debate Continues
In discussions held in Bangkok, Chancellor Healey advocated for a third runway at Heathrow Airport, framing it as crucial for the UK's growth and job agenda. This proposal has faced internal debate, with Prime Minister Andy Burnham expressing less enthusiasm than his predecessor Rachel Reeves and referring the matter for review by the Department for Transport. The expansion of Heathrow has a long history, dating back to 1946, with various governments considering and revising plans over the decades. The most recent £49 billion plan by the Starmer government was considered too costly.
An alternative proposal from Heathrow hotelier Surinder Arora suggests a shorter, more affordable £23 billion runway. Burnham, who prioritizes bringing prosperity to all regions, appears hesitant about large-scale infrastructure projects in the South East, viewing them as a distraction from his core objectives. The article warns that a failure to support Heathrow's expansion could further disadvantage London compared to European hubs like Frankfurt, Paris, and Amsterdam, potentially signaling a betrayal of the UK's financial services sector.
Economic Resilience and Outlook
The International Monetary Fund (IMF) has highlighted "resilience" as a key factor in the global economy's recovery from the energy price shock. This term was echoed by Chancellor Healey when discussing the unexpected rise in UK output in August and previous quarters. Governor Bailey also commented on the resilience of investment by British firms. However, the article cautions that the repeated use of the word "resilience" could diminish its impact.
