Baltimore Official's Son Charged in Rape of Two Teens, One Allegedly Fathered

The son of a Baltimore City Attorney's Office official faces numerous charges for allegedly raping two 13-year-old girls, one of whom is said to have had his child, prosecutors confirmed.

Malik Hassan Allen, 20, has been accused of assaulting the two teenagers in May and August of last year. He is the son of Hassan Giordano, Chief of External Affairs for the Baltimore City Attorney's Office.

Charging documents filed in June detail allegations that Allen assaulted one of the girls in his home. The girl's mother reported the incident in August 2025, stating her daughter was in Allen's basement when he attacked her. The filing alleges Allen removed some of the girl's clothing before assaulting her, and that he applied pressure to her neck, causing her to feel close to losing consciousness. According to reports, Allen allegedly threatened the victim if she revealed the assault.

Documents also state that the 13-year-old girl had given birth, and DNA tests confirmed Allen as the father of the newborn. The specific date of the birth was not detailed.

Allen is also accused of assaulting a second 13-year-old girl in May 2025. He faces charges including second-degree rape of a child younger than 14, sex offenses, and second-degree assault.

Due to a potential conflict of interest related to Giordano's position, the Baltimore County State's Attorney's Office will prosecute the case. A spokesperson for the city prosecutor's office stated that the matter was immediately referred to the county office for an independent investigation.

Allen previously gained public attention in September 2022 when he was severely beaten as a 10th-grade student at Reginald F. Lewis High School. The cause of that fight was unclear, and his father had expressed a desire for him to attend a different school, citing concerns about his safety and medical treatment following the incident.

Allen is scheduled for pretrial conferences on October 1.
