A newborn girl, identified as Noa Felix, entered the world on July 13 in the parking lot of Gila River Resorts & Casinos – SanTan Mountain in Arizona. Her mother, Regena Felix, had been sent home from a hospital after being told her labor had not progressed sufficiently.

"I definitely feel like they should listen to women more," Regena told Fox 10. "Because I asked her, ‘Well, what am I supposed to do? Go home and just be in pain? You see what I’m going through right now and you’re sending me home.'"

Mins after returning home, Regena's water broke while she was in the car with her husband, Frankie Felix. Frankie quickly drove to the nearest well-lit location, which happened to be the casino's parking lot.

He delivered Noa in the front seat of their SUV. The situation became tense when the couple realized Noa's umbilical cord was wrapped around her neck, causing her to turn blue. Frankie managed to untangle the cord.

"Not enough military training in the world prepared me to deliver a baby, and I just did," Frankie, who wore a shirt identifying him as Army, told the outlet, admitting he was unsure of what he was doing at the time. The family's pediatrician later expressed shock at the delivery circumstances and commended the parents' actions.
