Australian Puppy Farm Operator Jailed for Animal Cruelty

A Perth man has been sentenced to nine months in jail after being convicted of 36 animal cruelty offenses for neglecting 105 dogs at his puppy farm. Jia Xu Dong, 41, left the animals without adequate food or water during temperatures exceeding 40 degrees Celsius (104 degrees Fahrenheit), leading to 22 dogs being euthanized. The RSPCA discovered the farm's conditions in December 2024 after some dogs escaped while Dong was reportedly away for 10 days.

The dogs, including breeds like groodles, golden retrievers, corgis, and French bulldogs, suffered from various conditions including wounds from fights, dental issues, severely matted coats, and untreated medical problems. Many exhibited fearful behavior and psychological distress, such as staring at kennel walls for hours, likely due to limited human interaction.

During one instance, Dong was away in China for two months, during which approximately 65 puppies were reportedly born on the property. The RSPCA noted that many dogs were "profoundly shut down and fearful of people" upon rescue.

Physically, the rescued dogs presented with severe matting, embedded grass seeds, skin lesions, abscesses, ruptured eardrums, dental disease, dehydration, and gastrointestinal illnesses. Approximately 80 percent of the surviving dogs have since been re-homed.

Magistrate Sandra De Maio described Dong as a "devious and dishonest individual" who repeatedly lied, calling his actions "abhorrent and undoubtedly cruel." She stated that Dong claimed to be a casual dog lover who "accidentally" sold puppies, when in fact he was operating a large-scale puppy farm, potentially breeding over 390 puppies in four years and earning up to $1.17 million.

Dong was also fined $5,000 for breaching orders by selling a golden retriever puppy despite being instructed to forfeit it. In addition to his prison sentence, Dong is banned from owning or breeding animals for life. RSPCA senior inspector Jayde Palin expressed that it was "heartwarming" to see many of the dogs find suitable homes, emphasizing that the efforts made the difficult job worthwhile.

Dong initially refused to surrender the dogs unless they were paid for by the RSPCA
