Architect Struck Off for False Allegations Including Racism
The Architects Registration Board has removed an architect for a minimum of two years after finding her guilty of unacceptable professional conduct.
An architect has been struck off the professional register for a minimum of two years following a string of false allegations made against her neighbors, including accusations of racism tied to their support for England during sporting events and the occasional display of a Union Jack flag. The Architects Registration Board (ARB) found Karin Elliott guilty of unacceptable professional conduct due to her inappropriate communications.
The tribunal determined that Elliott employed "inflammatory language, making a series of misleading and potentially damaging accusations" in 2024 against her neighbors, with "scant regard to their accuracy." The ARB stated that the Irish-American architect's actions were "misleading, lacking integrity and dishonest."
Among the accusations, Elliott falsely claimed one neighbor engaged in "racial harassment" by wielding a chainsaw in her garden in Norwich. However, her partner, Francois Girardin, told the tribunal that none of the neighbors had said anything "directly racist." Girardin, who is French, indicated that his inference of racism stemmed from the occasional appearance of a Union Jack flag and the construction of a wall, which he linked to comments made by the U.S. President about building a wall to deter immigrants. He also noted that a neighbor would leave their doors open during sports events, and "especially when England played France – their family would cheer for England."
Elliott also accused another neighbor of "gender violence" for driving his car, which she described as a "phallic symbol," across her driveway. During cross-examination, she elaborated that from a "psychoanalytic perspective," this action was a manifestation of gender violence. The tribunal found this highlighted "how tenuously she constructed serious accusations against other people, and how casually she dispensed them."
The disputes escalated in December 2023 when Elliott submitted a planning application for CCTV cameras on her property. In a letter to local residents in February 2024, seeking support for her application, she made serious allegations about her neighbors, which the tribunal deemed "dishonest" and "misleading." She claimed one neighbor had "smashed down several of our historic walls, chopped down many of our historic trees, and built on our property, all without our consent." Regarding another neighbor, she wrote that he called them "a piece of s***", "disgusting" and/or exclaimed "the stench" regularly. She also alleged that this neighbor threatened to hit someone with a hammer. Furthermore, she claimed he was illegally building a wall on her property on a Sunday, linking it to Donald Trump's declaration about building a wall to keep out immigrants, and expressed that "It is very upsetting. We are Irish/American and French."
Discussing a third neighbor, Elliott accused her of building an "ugly concrete foundation" and using influence at the local council to "escape justice." She also alleged this neighbor sang "Tragedy by the Bee Gees" from a large balcony overlooking her home shortly after her father's death. In her letter, Elliott stated, "We hope that the CCTV might deter them all from further trespassing and further destroying our listed garden, and from any further gender violence and racial harassment."
When questioned, Elliott conceded, "I think I'd give this letter a serious editing if I did it again." She later made further allegations in a planning appeal form to Norwich City Planning Portal in March 2024, including asking a neighbor to turn off his chainsaw and stating she considered it "racial harassment."
Neighbors described the accusations as a source of "acute embarrassment and personal discomfort" and "very depressing and upsetting," leading them to avoid their garden due to feeling constantly watched. One called Elliott "an absolute disgrace to her profession."
This is not the first time Elliott has faced disciplinary action. The tribunal noted her previous finding of unacceptable professional conduct in 2021 for calling neighbors "racists and Nazis" and making offensive remarks about their physical characteristics and mental health.
