Architect Disciplined for False Accusations Against Neighbors
An architect has been barred from practicing for two years after making baseless claims of racism, gender-based violence, and political motivated harassment against her neighbors.
An architect, Dr. Karin Elliott, has been suspended from practice for two years after the Architects Registration Board (ARB) found her allegations against neighbors to be misconduct. The ARB's ruling followed a lengthy investigation into claims that Elliott made false and malicious accusations, including charges of racism, sexual and physical harassment, theft, and abuse of power.
One neighbor, Steve Davis, a retired tree surgeon, described Elliott's claims as "ridiculous" and stated that she was "vindictive and malicious." Davis was accused by Elliott of gender-based violence due to the way he parked his white Nissan Navara truck on their shared driveway. Elliott suggested from a "psychoanalytic perspective" that the vehicle could be seen as a "phallic symbol" and a manifestation of gender violence. Davis refuted this, explaining that the parking situation was temporary due to construction work on his house and that Elliott herself had parked in the shared area previously.
Elliott, who identified with American-Irish ancestry, and her partner, Francois Girardin, also alleged that a neighbor's garden wall was built as a politically motivated stunt, timed to coincide with former U.S. President Donald Trump's proposals to build a wall on the U.S. border. Girardin also complained that a neighbor would leave their doors open when England played sports, particularly when England played France, and cheer for England.
Davis stated that he and two other neighbors provided evidence at the tribunal, which held four weeks of hearings over 14 months. He emphasized that Elliott's allegations were untrue and that she was engaging in a personal vendetta. "We had a skip on our land during building work on our house which meant I could not use our normal parking spaces," Davis said. "I thought it would be OK to park in the shared area for that period as she had done so herself. Her suggestion that my vehicle was phallic was ridiculous."
In a letter to local residents in February 2024, Elliott, who had applied for CCTV cameras on her property in December 2023 amid neighborly disputes, made further serious allegations. She claimed one neighbor had destroyed historic walls, felled trees, and built on her property without consent. She also accused another neighbor of calling her and her partner "a piece of s***," "disgusting," and exclaiming "the stench" regularly. Additionally, she alleged this neighbor threatened to hit one of them with a hammer and illegally started building a wall on her property on a Sunday, linking it to Trump's border wall declaration.
The tribunal found that Elliott's accusations were "tenuously constructed" and "casually dispensed." This is not the first time Elliott has faced professional sanctions; she was previously found guilty of unacceptable professional conduct in 2021 for calling neighbors "racists and Nazis" and making offensive references to their physical characteristics and mental health.
Another neighbor, identified only as C, expressed relief at the outcome and hoped it would stop Elliott's "libellous accusations" and allow them to move on. Elliott declined to comment when approached at her home in Norwich.
