Amputee Denied Blue Badge Parking Permit Amidst Claims of Scrutiny

Nigel Ward, a 71-year-old amputee who uses a wheelchair, has been denied a blue badge parking permit by Norfolk County Council, leading to concerns about the process for disabled individuals seeking essential mobility support. Mr. Ward, who lost the lower half of his left leg, had held a blue badge for three years but was informed that his most recent application was insufficient.

According to reports, a council officer questioned Mr. Ward's mobility, suggesting he might possess an undisclosed "spring leg" and be capable of running a marathon. Mr. Ward stated that he is unable to provide new medical proof as he no longer requires regular doctor visits since being fitted with a prosthetic limb. He now considers himself "independent," only needing medical attention if his prosthetic or stump encounters issues.

The blue badge scheme, overseen by the Department for Transport, is designed to assist individuals with severe mobility issues in parking closer to essential destinations. Mr. Ward's daughter, Helen Robinson, expressed her dismay online, questioning the council's assessment and the need for her father to re-prove his circumstances. She highlighted the emotional toll and stress such processes can inflict on disabled individuals.

Robinson's Facebook post suggested that Mr. Ward is not alone in facing difficulties with the blue badge application process, as other individuals have reported similar struggles in renewing their permits. Mr. Ward himself suspects that an increase in fraudulent applications has led to more rigorous scrutiny of legitimate claims.

Norfolk County Council responded by emphasizing their adherence to Department for Transport guidance for eligibility assessments, which require comprehensive evidence of walking difficulties. The council stated that there is no automatic renewal process for blue badges, and applicants must demonstrate ongoing eligibility with each application. They noted that supporting evidence can include medical reports or treatment details. The council also provided a customer service number for those needing assistance with applications.
