The rapid expansion of artificial intelligence (AI) is facing a growing backlash, not from doomsday warnings about the technology itself, but from very localized political and environmental concerns surrounding the data centers that power it. The hum of fans in these facilities, designed to cool the thousands of chips performing trillions of computations per second, is becoming a symbol of this resistance.

In the United States, opposition to data centers is particularly strong on the political left. Democratic Senator Bernie Sanders has called for a moratorium on new construction, citing public worries about the pace of AI development, a lack of control, and the impact on local electricity rates and water usage. This sentiment is reflected in public opinion, with a May Gallup poll indicating that data centers are more unpopular than nuclear power stations in the US. This growing unpopularity has led to some local councils being voted out and has influenced election campaigns, particularly in states like New Jersey and Virginia where new Democratic governors were elected partly on platforms addressing rising electricity prices blamed on data center construction.

A Toxic Debate

The concerns often center on the immediate local impacts: soaring energy bills for residents who may be asked to fund infrastructure upgrades for data centers, and the strain on already limited water resources. The decentralized nature of the US energy system means these impacts can be felt quickly by households. This localized opposition is now a significant factor in US midterm elections, potentially shaping national policy.

Similar sentiments are emerging in the UK, which ranks third globally for the number of data centers. Protests have occurred in areas like Buckinghamshire, Berkshire, and London's East End. In Brick Lane, plans for a data center to serve financial traders face opposition from residents advocating for more social housing and local businesses. In shire counties, the demand for data centers is putting pressure on rural areas to accommodate these facilities.

A Dizzying Flip

In an attempt to address some concerns, seven Big Tech CEOs met with former President Donald Trump in March to sign a non-binding pledge to cover their own energy needs. However, this has not appeased critics. New Democratic governors in New Jersey and Virginia have implemented legislation requiring new energy tariffs for data centers and demanding disclosure of their energy and water usage. In Texas, a state historically supportive of business and energy development, Republican Senate candidate Ken Paxton has campaigned against data center tax breaks, even proposing criminal liability for operators whose technology is used to harm children.

Jensen Huang, CEO of AI chipmaker Nvidia, has championed data centers as essential for US reindustrialization, but the broader economic benefits cited by tech giants do not always resonate at the local level. Data centers typically require a small permanent workforce, leading to questions about community benefits beyond construction jobs. The simultaneous rise of AI's potential for both immense societal good and existential risk further complicates the narrative, with some questioning the trade-offs required for technological advancement.

Critical Infrastructure and Environmental Compromises

In the UK, the government has designated data centers as Critical National Infrastructure, aiming to expedite their rollout to support public services and attract investment. However, local resistance persists. In Slough, a major European data center hub, a petition garnered over 500 signatures requesting a pause on development, citing concerns about heat and the loss of land designated for housing. Baroness Pola Uddin has emphasized the need for proper consideration of local populations' health and well-being alongside data center development.

The environmental impact, particularly regarding energy and water consumption, remains a significant point of contention. Water UK has criticized the government's AI strategies for lacking sufficient attention to water resources, warning that assumptions of ample supply are unfounded. The UK's ambition to triple its data center capacity by 2030 to 6 gigawatts raises questions about its compatibility with net-zero targets. Proposals for "AI Growth Zones" have also seen conflicts, such as a tug-of-war in Teesside between using land for a hydrogen energy scheme or a data center, with the latter ultimately prevailing.

Nvidia's Huang has acknowledged the massive energy needs of AI data centers but argues that AI itself is crucial and could eventually help solve climate change. The UK's challenge lies in balancing its growth ambitions with its climate commitments. The government is expected to issue a National Policy Statement to identify "nationally significant" data centers eligible for fast-tracking, but a change in prime minister and a shifting political climate may influence these decisions.

'America Brain'

Some in the UK believe there is a tendency to import concerns from the US, referred to as "America brain," without fully considering the different contexts. While US ambitions for data center capacity far exceed the UK's, the impact on local electricity prices and the arguments for data sovereignty remain pertinent. The UK aims to learn from past mistakes, where it was largely a consumer of digital technologies rather than a creator, emphasizing the need for domestic data infrastructure to support AI applications in sectors like the NHS and national security.

The argument for developing data infrastructure is also framed as a way to capture economic and political power from the AI revolution. As AI's impact on the economy and tax generation becomes clearer, physical data centers may represent a tangible way to tax the proceeds of this transformative technology. While the backlash against data centers in the US may have specific national contexts, its echoes are being felt globally, prompting a re-evaluation of how and where this critical infrastructure should be built.
