75-Year-Old Drink Driver Banned Until Age 90

A 75-year-old man has been banned from driving until 2041, when he will be 90 years old, after being caught driving under the influence of alcohol and without insurance. Michael Harper appeared at Southampton Magistrates' Court, where he admitted to driving while disqualified, driving over the alcohol limit, and driving without insurance.

Harper was handed a four-month prison sentence, suspended for 12 months, for the offense that occurred on April 10 in Ringwood. The court cited Harper's "flagrant disregard for court orders" and "flagrant disregard for people and their property" as reasons for the custodial sentence.

In addition to the suspended sentence, Harper was ordered to undergo a nine-month alcohol treatment program and participate in up to nine rehabilitation activity days. He received a disqualification of 14 years and six months for both the drink-driving offense and the offense of driving while disqualified. No separate penalty was imposed for the insurance offense.

However, the court decided to suspend the prison sentence due to Harper's age, significant health issues, his role as the sole caregiver for his wife, and the assessment that probation services could still engage with him.

This is not Harper's first offense. In the previous year, he was banned from driving for 10 years after being found to be driving just under twice the legal alcohol limit. At that time, he was given an 18-month community order, requiring alcohol treatment and rehabilitation activities, and was fined £500.

In 2017, Harper pleaded guilty to driving under the influence of alcohol and was disqualified for 17 months, also receiving a £120 fine.
