The Times initially reported that the withdrawal was due to a misconduct investigation. British Cycling declined to comment on these allegations when approached by BBC Sport.
Richardson was named in the British squad for the championships, scheduled from October 14-18, and had been expected to compete for medals in the team sprint, individual sprint, and keirin events. He had previously switched allegiance from Australia to Great Britain after the Paris 2024 Olympic Games, where he secured two silver medals and a bronze.
This is not the first time Richardson has missed a significant competition recently. He was also forced to withdraw from an anticipated England debut at the Commonwealth Games in Glasgow in July following a crash during a keirin event in Japan.
