Court Lifts Russia's International Hockey Ban, Sparking Backlash

The Court of Arbitration for Sport (CAS) has ruled that Russian ice hockey teams can compete in upcoming men's and women's world championships, reversing decisions made by the International Ice Hockey Federation (IIHF) to exclude them.

The IIHF had banned Russian teams from international competitions since 2022, following the country's invasion of Ukraine. Russia, which has won five IIHF world titles as an independent nation, did not participate in the most recent Olympic hockey competition.

The CAS decision, issued Friday, cited insufficient evidence to support the IIHF's security concerns. Russia's sports minister, Mikhail Degtyarev, stated that "discrimination in hockey has been brought to an end." Russia last competed in the Ice Hockey World Championship Group A match against Sweden on May 31, 2021.

The ruling has been met with strong opposition from the IIHF and several other countries, including Canada, which is set to host the World Junior Championships. Canada's Secretary of State for Sport, Adam van Koeverden, stated that "Canada maintains, as it has since 2022, that Russia should not be represented in international sport competitions while Russia's illegal and unjustifiable full-scale invasion against Ukraine continues." He added that Canada would maintain restrictions on Russian athletes at events hosted in Canada that receive government funding and explore further accountability measures.

The IIHF expressed disagreement with the CAS ruling, maintaining that its decisions were necessary "to protect the safety and security of all participants and safeguard the integrity of its competitions." Ukraine's ice hockey federation also denounced the decision, calling the threats that led to the 2022 suspension "intensified" and asserting that "the safety of participants and the integrity of international sport cannot be considered separately from the realities of the war that Russia continues to wage against Ukraine."

Germany, Finland, Czechia, Sweden, and Austria are among the other nations that have voiced opposition to the CAS decision. The World Juniors and the World Championships next year are expected to be the first tournaments affected by the IIHF's potential reintegration of Russian teams.
