OPEC+ Maintains November Oil Output Targets Amid Market Uncertainty
The producer group, including Russia, confirmed steady production levels, aligning with expectations of no significant policy shifts until next year.
OPEC+ has decided to maintain its oil production targets for November, according to a statement from the producer group. This decision aligns with market expectations that no significant adjustments to output policy will be made before 2027.
The decision was made during a brief online meeting on Sunday by the seven core members: Saudi Arabia, Russia, Iraq, Kuwait, Algeria, Kazakhstan, and Oman.
Gulf OPEC+ producers have been producing below their set targets due to ongoing export disruptions stemming from the US-Israeli war on Iran, which has caused their exports to fluctuate between 60% and 80% of normal levels in recent months. Analyst Giovanni Staunovo of UBS noted that despite increased flows through the Strait of Hormuz, output remains significantly below quota, contributing to a tight oil market.
Oil prices saw a decrease on Friday following an agreement by European leaders to release diesel reserves at the request of President Trump. However, Brent crude remains above $100 a barrel, a notable increase from approximately $73 before the conflict in Iran began in late February.
Industry sources indicated last week that the ongoing conflict in Iran has also delayed the group's crucial output capacity review. This review is essential for determining members' 2027 output quotas but has been complicated by uncertainty regarding future production potential.
While OPEC+ had been increasing output targets for much of 2026 following years of production cuts, the conflict in the Middle East has largely nullified these increases on paper. In August, the seven core OPEC+ members produced 25 million barrels per day, an increase of 630,000 barrels per day from July, but still approximately 5 million barrels per day below pre-war levels from February.
The group's Joint Ministerial Monitoring Committee (JMMC), which reviews the market but does not set policy, also convened on Sunday.
OPEC+ currently has about 2 million barrels per day of output cuts in place for most members. Sources have stated that the results of the capacity review are necessary before any decisions can be made regarding the distribution of increases or other output changes, which are not anticipated before 2027. The seven core members are scheduled to hold their next meeting on November 1.
