OPEC+ Approves September Oil Production Hike, Completing Voluntary Cut Rollback

OPEC+ approved an oil production quota increase of around 188,000 barrels per day for September, the producer group announced Sunday. This move completes the unwinding of a layer of voluntary output cuts.

The September increase was agreed upon by core OPEC+ members, including Saudi Arabia, Russia, Iraq, Kuwait, Algeria, Kazakhstan, and Oman. This decision finishes the phased rollback of a 1.65 million barrel per day supply cut that was originally agreed upon in 2023. The United Arab Emirates, which departed OPEC in May, was part of the initial agreement.

Despite this production increase, market impact from successive monthly OPEC+ hikes over the year has remained limited. This is attributed to export disruptions stemming from the conflicts in Ukraine and the Middle East, which have affected Russia and Kazakhstan.

While some OPEC+ sources had suggested a potential pause in output increases for the fourth quarter, the group's statement did not specify plans beyond September. Analysts indicate that a pause remains a possibility as the group navigates the potential emergence of a surplus if export flows normalize.

OPEC+ also reiterated concerns about attacks on energy assets, particularly in the context of the ongoing conflict involving Iran and its impact on supply. The group noted that such attacks are costly and time-consuming to repair, thereby affecting production.

In addition to the September hike, OPEC+ still has another layer of output cuts in place, affecting most members and amounting to approximately 2 million barrels per day. These cuts are scheduled to remain until the end of the current year.

The group is currently conducting a review of its members' oil production capacities, which will establish the baseline figures for 2027 quotas. This process could lead to challenging negotiations, as some members, such as Iraq, are seeking higher individual quotas to align with their increased production capabilities.

OPEC+ comprises 21 members, including the Organization of the Petroleum Exporting Countries and allied nations like Russia. In recent years, the monthly production management has primarily involved the seven core countries and the UAE prior to its departure. The next meeting of these seven core members is scheduled for September 6.
