EU Mandates Upfront Baggage Fees for Budget Airlines

European Union regulations will soon require airlines to display flight prices with hand luggage included from the outset of the booking process. This change aims to increase price transparency and allow travelers to more easily compare fares across different carriers.

The new rules, expected to take effect in the second half of 2027, mandate that airlines, intermediaries, and search portals must always show the airfare inclusive of carry-on luggage before any booking process begins. Passengers will continue to have the right to bring one personal item, such as a small backpack or handbag, with maximum dimensions of 40cm x 30cm x 15cm, on board without an additional fee.

Previously, the cost of a cabin bag was often unbundled from the advertised headline fare, with fees added later in the booking flow or at the gate. This practice made direct comparison of the true cost of a trip difficult for consumers. The upcoming regulations address this by making the free personal item a guaranteed right and ensuring the initial price displayed reflects the cost of carrying hand luggage.

While the rules directly apply to EU airlines, they are likely to impact UK carriers as well. Airlines flying between the EU and the UK, including UK-based companies like easyJet, will be subject to these regulations. It is expected that UK carriers will implement the same baggage rules for flights to and from the EU to avoid operational complexities.

Some industry groups have expressed concern that the changes could lead to an increase in advertised airfares. Airlines for Europe, an airline association, stated that obliging airlines to "artificially inflate prices" by including the cost of hand baggage contradicts EU law that protects opt-ins.

However, travelers who opt to fly without additional baggage may still be able to secure lower fares. For instance, adding a large cabin bag on certain airlines can currently cost up to £60 per passenger. For a family of four, this could amount to an additional £240, suggesting potential savings for those who choose to travel lighter and opt out of these fees where possible.
